What are some inexpensive and creative decorating a basement cement block?

Our (rented) home town has a very dark basement cement block. For the moment the blocks are painted in white and cream (not a pretty picture) and the floor is painted dark gray. We want to use the basement of a gym and a children's crafts for scrapbooking. The lighting is terrible. Which means we can enliven the space and make it more welcoming without making any permanent construction (remember we rent) or spend much money? I am allowed to do whatever I want in the basement, it being understood that this is a basement (subject to the entry of water). I do not want permanent construction because I'm not a very long time. I want some ideas of what I can do, creatively speaking.

Here's my idea for a basement that needs some brightening up. Since you'll be as light as possible so that you do not fear to go there, at any time of day or night, try to paint these blocks silly lemon or butter yellow. It is a bright and cheerful and pretty. It is also a good color for the gym. I also noticed that in the basement where the vault is not completed, the light seems just to have soaked into the floor to the ceiling. To assist the ceiling, you should really consider putting something on which reflects the light downward. You have to you worry that you put up there as a potential fire hazard, however, with the lights and everything, but at the very end of white sheets for cheep thumbtacked the floor panels on the roof can work. Might look kind of funky, but hey … worth a try, or something else similar. Perhaps dish pieces of Styrofoam. Sounds a little too much, but it will contribute to the lighting so much! I think lights placed high in every corner the room will work, too. So what this guy Druggy dumb suggestion: Skip the lights from Home Depot or elsewhere. Also one large rug or two separate areas divide the room would be better. Change the color of paint on the floor of dark gray to tan may be one or more same color clearly if you want, then get the carpet in a bright color, too. Reds oranged, peaches, yellows, beige, bronze, etc., all work well for basements and brightening and warming things. I dont recommend table lamps, because they seem to trigger a kind Sun softer, relaxing lighting who will not practice rewarding. Maybe a desk lamp on a desk for your craft, but this should be the measure of that. In addition, a large mirror in front of your training equipment is a must, especially in a basement. I spent the most money on it. You'll love every time you move in, too. Big insperational posters in small, cheap, black plastic frames work really well in a work-out room. Find things that inspires you to move to achieve, grow, etc., and have matching bright colors you've chosen. Sometimes, they come already framed. To the side Crafts I recommend WHITE furniture. it reflects the light to see what you do easier and cleaner look and fresh. Get your cheap shelves White plastic or drawers to keep your stuff there in those white plastic stackable and "drawers" that are in style now that you can do to very cheap at Walmart. You can stack two or three on top of another to save space and also bring things more. Find big, old desk and the white paint would be good, and then perhaps purchase plain white shelves to the back of it would be useful. The President can be any color. It will not matter, just make it work for you. Try to stay away from Grays, Blues, Silvers, charcoal, black, etc., here. It will make it cold and dark and unfriendly. No metal or something. Plastic, wood, fabric, etc. is warmer and welcoming and comfortable. Anyway, I hope I helped and didn't bore you to tears!
