How quickly can improve cardiovascular fitness?

I am not overweight, BMI of 22.9 and had thought that I keep my form enough However, I recently decided to take a full body MOT in the gym. I was horrified to discover that while I 'm physically strong, no problem with bench presses and leg level fitmess my cardio was extremely poor. after 3 minutes step and some minutes rest my heart rate was 128, my resting heart rate was 77. My question is: what is the best method to increase the fitness, I tried aerobics, but as I am tired I get a little clumsy and disoriented, so this makes the exercise I'm doing without object. Is it simply a case of clumsiness through aerobics classes and performs incomplete until increases my fitness level. Another something that escapes me is being able to discuss any training, if I try that I may as well give up and take a walk. Any advice would be great!. I would love to complete a cardio work before I'm forty! (info I am a woman, 36 years)
